Cebu vs Iloilo, Bacolod, Dumaguete, Boracay and Bohol: where should you invest?
CebuPropertyMan editorial analysis · Research checked October 11, 2026
Cebu is not competing with one uniform Visayas market. A city apartment in Iloilo, a shop in Bacolod, a long-stay home in Dumaguete and a holiday rental in Boracay earn income in different ways. The useful question is which property can attract a dependable tenant at a price that leaves enough return after costs.

What the current evidence actually establishes
Colliers’ July 2026 VisMin report identifies strong office transaction activity in Iloilo and highlights regional residential supply and tourism opportunities. Those signals help shortlist markets; they do not establish a landlord’s occupancy or rental yield. Its Bacolod office-leasing commentary describes cost advantages relative to Cebu and Metro Manila. Lower office rent alone does not prove a better investment return. Sources 3–4.

| Market | Residential opportunity to test | Commercial opportunity to test | Risk that changes the decision |
|---|---|---|---|
| Cebu | Worker/family leases near employment; premium units need specific tenant evidence | Office, neighbourhood retail and logistics: evaluate separately | Purchase premium, competing supply and the exact commute |
| Iloilo | Lower-budget worker/student housing; mid-budget family units; premium business-district units | Office-led districts and supporting retail; transaction activity is encouraging, not a yield guarantee | New competing stock and tenant depth outside established districts |
| Bacolod | Lower-budget workforce homes; mid-budget family housing; premium gated homes | Cost-conscious offices and neighbourhood shops | Savings on entry price must exceed any reduction in achievable rent |
| Dumaguete | Student-oriented units, mid-budget long-stay homes and premium coastal homes | Campus-serving retail and services; visitor accommodation is a separate business | Tenant concentration, academic-calendar turnover and resale liquidity |
| Boracay | Worker housing differs from mid/premium holiday accommodation | Hospitality and tourist-facing premises require operating-business analysis | Seasonality, management costs, permits and actual annual occupancy |
| Bohol / Panglao | Local long-term housing differs from resort-area holiday units | Tourism-facing premises and urban services serve different demand | Do not use Panglao assumptions for all of Bohol |
Iloilo: a credible office-led alternative
For an investor choosing between Cebu and Iloilo, compare an actual employment catchment rather than citywide headlines. Our interpretation is that office activity makes nearby worker housing worth investigating. Check signed leases, competing completions and operating costs. A premium address earns its price only when its tenant can pay a premium rent.
Bacolod: cheaper can be attractive, but only with rent evidence
Bacolod deserves a place on the shortlist for cost-conscious commercial occupiers. For residential purchases, obtain rent comparables in the same neighbourhood and furnishing category. A ₱3M property rented for ₱10,000 monthly produces only 4% scheduled gross yield; a ₱5M property at ₱25,000 produces 6%. These hypothetical examples show why the cheaper purchase is not automatically the stronger investment.
Dumaguete: choose the tenant before the property
Treat student housing, long-stay residential accommodation and visitor rentals as distinct strategies. For a lower-budget unit, test affordability and turnover costs. For a mid-budget home, look for durable long-term tenant demand. For a premium coastal property, stress-test a smaller tenant pool and longer vacancies. These are underwriting considerations, not measured citywide demand shares.
Boracay and Bohol: hospitality revenue is not passive rent
A tourism destination can generate attractive nightly rates while leaving a modest operating return. Hypothetically, a ₱10M all-in unit charging ₱5,000 per occupied night at 50% annual occupancy generates ₱912,500 revenue, or 9.13% of capital. With operating costs at 45% of revenue, operating yield is 5.02% before financing and income tax. At 35% occupancy, it falls to 3.51%. These are assumptions, not Boracay or Bohol market averages. Include platform fees, cleaning, staff, utilities, repairs and compliance costs; compare twelve months of accounts.
Capital and yield: use one consistent test across markets
On mobile, swipe the table to see all columns.
| Illustrative tier / asset | All-in capital assumption | Monthly rent needed for 6% gross | Operating yield under assumptions |
|---|---|---|---|
| Lower-budget residential | ₱3M | ₱15,000 | 4.05% |
| Mid-budget residential | ₱6M | ₱30,000 | 4.05% |
| Higher-budget residential | ₱12M | ₱60,000 | 4.05% |
| Small commercial premises | ₱5M | ₱25,000 | 4.08% |
| Mid-budget commercial | ₱15M | ₱75,000 | 4.08% |
| Higher-budget commercial | ₱30M | ₱150,000 | 4.08% |
These are analyst-created capital scenarios, not local price ranges, quotations or observed yields. Lower/mid/higher budget describes this model, not an official market classification. Capital means total acquisition, closing, fit-out and initial reserve costs. At a 6% scheduled gross yield, residential vacancy of 10% and operating costs of 25% of collected rent produce 4.05% operating yield; commercial vacancy of 15% and costs of 20% produce 4.08%. Operating yield is before debt service and income tax. Replace every assumption with evidence for the actual property.
What we cannot responsibly rank
A consistent current dataset covering achieved residential and commercial rents, purchase prices and vacancies at all three tiers across these six markets was not verified. We therefore do not publish invented city yield rankings. Obtain at least several closely matched rent and sale comparables, verify vacancy and incentives, and calculate yield on all-in capital before treating any city as the winner.
So, is Cebu the better Visayas investment?
Cebu merits a shortlist when employment access and verified rents justify the entry price. Iloilo can be compelling for office-linked demand; Bacolod for cost-sensitive strategies; Dumaguete for a clearly identified long-stay or student tenant; Boracay and Bohol for investors equipped to run hospitality operations. This is a strategy comparison, not a promise that one city will outperform. The best choice is the deal whose conservative cash flow survives vacancy, maintenance and financing costs.
